Folder INOGATE Network

The objectives of the INOGATE Programme can not be achieved without an efficient network of collaborating key stakeholders. Cooperation between all parties in the network greatly facilitates the process of achieving predictable and transparent energy markets, capable of stimulating investment and economic growth as well as security of energy supply and sustainable development. The INOGATE network has been constantly evolving since the programme's inception in 1995. Currently, it involves stakeholders from the Partner Countries and the European Union, all providing valuable input to this cooperation.

Stakeholders in Partner Countries:

  • The authorities in charge of energy in the Partner Countries are committed to progress toward market-oriented reforms and provide skilled specialists known as the INOGATE Country Coordinators and Working Group members for each activity area of the energy cooperation. The ministries in charge of energy are responsible for progressing towards the agreed targets.
  • Partner countries' energy regulators.
  • Other energy stakeholders in Partner Countries include energy agencies, energy companies, energy service companies, research institutes, non-governmental organisations, as well as local financial partners. The various links to these stakeholders can be found in the Countries section of the portal. They are involved in INOGATE events and information exchanges.
Stakeholders in the European Union:

  • The European Commission, including its Delegations in Partner Countries, provides strategic input to the energy cooperation as well as financing and expertise ensuring the exchange of know-how via specifically targeted technical assistance projects.
  • Other energy stakeholders in the European Union, such as energy regulators, energy companies and other bodies, are involved through their respective associations (e.g. Council of European Energy Regulators (CEER), European Regulators Regional Association (ERRA), Eurogas, Union of the Electricity Industry (Eurelectric), European Renewable Energy Council (EREC), Energy Community Secretariat, Energy Charter Secretariat as this allows for more effective communication among so many different organisations.
  • International Financial Institutions such as the European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB) and World Bank are regularly involved in INOGATE activities as they provide financing for investment and technical assistance projects in cooperation with European Commission.
  • Contractors carrying out ongoing INOGATE projects are actively involved in sharing their expertise and disseminating information on the results of these projects.

Other stakeholders include international energy organisations such as the International Energy Agency and international non-governmental organisations, such as the Renewable Energy and Energy Efficiency Partnership (REEEP).

The INOGATE Technical Secretariat coordinates the INOGATE network and facilitates communication among stakeholders. The INOGATE network is maintained and enhanced through the organisation of joint events, and the exchange of information, including through this web portal.
