Working Groups
At the Baku Ministerial Conference of 2004, four working groups, chaired by the European Commission, were mandated to set out the cooperation framework addressing the issues of common interest:
Working Group 1: Harmonisation of legal, regulatory and institutional framework for market liberalisation;
Working Group 2: Enhancing safety and security of energy transportation networks;
Working Group 3: Sustainable energy development
Working Group 4: Investment attraction and project facilitation
Each Partner Country has nominated one representative per working group and one of these four representatives has been further nominated to act in the capacity of Country Coordinator, responsible for coordinating his or her country's inputs to the INOGATE Programme while serving as the national contact point with reference to the INOGATE Programme.
The working groups have been meeting regularly since 2005 to implement the agreed actions. The coordinating mechanism for the working groups and the INOGATE Programme is the INOGATE Technical Secretariat.
