Areas of Cooperation
The EU and all Partner Countries are interested in securing energy supplies and diversifying energy sources, in order to limit energy wastage and to attract investments. As far as energy producers are concerned, there is an added interest in increasing their export revenues.
Cooperation between all partners can facilitate predictable and transparent energy markets, capable of stimulating investment and economic growth as well as security of energy supply and sustainable development. It can also speed up technological innovation by opening up new market opportunities. To a large extent, the success of the INOGATE Programme is contingent on the strength of the commitment by the countries of the region to progress with market oriented reforms, regional integration and sustainable development, as well as investment security.
While the development of regional markets offers significant advantages to the countries of the region (e.g. improved utilization of existing supply and production capacities, promoting economic growth, stability and investment) it is up to the Partner Countries to decide how to best take advantage of the opportunities provided within the scope of this energy cooperation programme.
During 2006, the four working groups prepared and presented an Energy Road Map setting out the long-term vision for the new energy cooperation between the EU and the Partner countries. This Energy Road Map was endorsed at the Energy Ministerial Conference held in Astana in November 2006 and it now forms the overriding framework for all the activities of the INOGATE Programme.
